Job Description Performs intermediate technical work in the enforcement of zoning, solid waste and related codes, and related work as apparent or assigned. Work is performed under the moderate supervision of the Chief Zoning and Environmental Officer.

Position Responsibilities - Reviews residential, commercial, industrial and public facilities for compliance with zoning codes.
- Utilizes GPS technology to capture building footprint locations for incorporation into the County's GIS system.
- Receives inspection requests and answers code related questions.
- Enforces state statutes and county ordinances regarding the environment, including, but not limited to, solid waste, illegal dumping, junk/abandoned vehicles, and nuisances.
- Creates and maintains all necessary reports, records and correspondence pertaining to minimum housing inspections and corrective actions.
- Assists with maintaining/updating the County's Minimum Housing Ordinance.
- Serves as staff liaison for the Minimum Housing Board of Appeals.
- Meets and corresponds with home owners, rental agencies, tenants, contractors, etc., to advise them of code changes and best practices.
- Investigates citizen complaints regarding code violations and nuisances.
- Issues warnings, official notices and citations as necessary to obtain compliance.
- Prepares cases and testifies in court, obtains court orders to abate violation.
- Reviews applications, inspects, and issues permits for development in the Area for Environmental Concerns.
- Inspects and issues CAMA Exemptions.
- Assists with public outreach efforts such as citizen committees and volunteer environmental protection action groups.
- Provides assistance in ensuring timely and appropriate review of environmental concerns by outside agencies.
- Prepares and submits required reports to appropriate state offices.
- Prepares and maintains files and records.
- Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
- Performs related tasks as required.
Qualifications General knowledge of various zoning and environmental codes; ability to read and interpret maps, site plans and designs to ensure compliance with appropriate ordinances and codes; ability to prepare factual reports and present same to appropriate board or commission; ability to use GPS technology; ability to operate standard office equipment including a personal computer and applicable office productivity software; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with contractors, public officials, associates and the general public; ability to enforce ordinances and regulations with firmness, tact and impartiality.
Physical Requirements This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel, frequently requires sitting, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), exposure to extreme cold
(non-weather) and exposure to extreme heat (non-weather); work is generally in a very quiet location (e.g. park trail, storage or file room).
Education, Experience, and Special Requirements High school diploma or GED and moderate experience in code enforcement or related field, or equivalent combination of education and experience.
Must attend required CAMA courses from the State of North Carolina CAMA Office within 12 months of employment.
Must successfully complete Certified Zoning Officer course from the North Carolina School of Government within 2 years of hire.
Valid Drivers License

NC401k The County contributes 1/2% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 2%.
Vacation Leave Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.
Sick Leave Regular full-time employees earn 12 days of sick leave per year.
Paid Holidays County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.
