In supporting senior leadership, HQ Divisions, Regional and Country Offices to progress on UNICEF vision, mandate and commitment, the Division of Global Communication and Advocacy serves as the global center of excellence in advocacy, communication, and brand. By coalescing our collective efforts, UNICEF aims to be the leading advocate for children, enabled by a cohort of networked, strategic, innovative, and effective advocates who deliver change for children in every part of the world.

The GCA's Advocacy Section has three core objectives:  
1. To collaboratively develop, strengthen and implement advocacy, campaigns, and communications strategies, with robust monitoring and evaluation, on advocacy priorities.

2. To build and strengthen strategic partnerships for advocacy to ensure a strategic approach to deploying these partners to increase our advocacy impact.

3. To develop and implement clear plans to build advocacy capacity across UNICEF. Advocacy is central to UNICEF's mandate. We work to influence decision-makers to protect children's rights, meet their basic needs, and expand their opportunities to reach their full potential.

 

Purpose for the job:

Under the supervision of the Deputy Director (Advocacy Pillar) of the Division of Global Communication and Advocacy (GCA), and with closer collaboration with Chief of Advocacy and Deputy Director of Communications, the incumbent will provide strategic guidance, quality assurance and ensure overall management of Humanitarian Advocacy Strategy at a global level and provide oversight over humanitarian advocacy strategy development, implementation and monitoring in major emergencies.

DESCRIPTION OF THE ASSIGNMENT:

1. STRATEGY: Lead the development of public advocacy strategies in support to UNICEF humanitarian global advocacy priorities.

Liaise with convene and /or participate in GCA humanitarian and interdivision meetings and tams another key partners, to articulate priorities and drive humanitarian advocacy objectives.

Lead the development of strategies objectives, theory of change, target audience, milestone, positioning and advocacy toolkits for public and private advocacy, with focus on improving planning, monitoring and evaluation systems.

Ensure UNICEF engages more effectively in humanitarian public advocacy for various audiences on global issues by strengthening research and deeping UNICEF's understanding of the audience base.

 

2. EXECUTION: Led the development of humanitarian advocacy initiatives within the context of the humanitarian review to guide the development of assets at the global level than can be adapted an implemented by CO and Nat Coms for use in local context.

Led the development of specific advocacy strategies to support L2 and L3 level emergencies in alignment with Humanitarian Review, focusing on developing advocacy objectives asks and agenda agreed with other relevant Division and interdivision leads

Share narrative and public messaging around kay humanitarian advocacy priorities conducive to outreach and engagement trough different channels for relevant internal and external audience.

 

3. PARTNERSHIPS: Support the development of strategic partnership for humanitarian advocacy, including resource mobilization, with influencers in civil society and social movements who share UNICEF vision for every child and can amplify UNICEF advocacy for change.

Research and landscape opportunities, gaps and areas in which UNICEF can play a role and required coordinate with other partners on joint public outreach/activities/campaigns on the humanitarian agenda

Strategically identify and prioritize potential partnerships and influencers that contribute to grow a solid base of supporters to move the humanitarian agenda forward

 

4. MANAGEMENT and OVERSIGHT: In close coordination with Chief of Advocacy, provide strategic direction and leadership for the Humanitarian Advocacy team, and provide advisory support as part of the Division's senior management team for planning, strategizing and harmonizing processes and strength the advance and campaign skill of an integrated team to deliver on the above mandate.

 

5. OPERATIONS: Mange budget, monitoring and evaluation and other operational responsibilities associated with successful delivery of the Humanitarian Advocacy Strategies.

 

6. OTHERS: Carry out additional activities as required.

 

To qualify as an advocate for every child you will have?

Education: Advanced university degree in social sciences, communication, international relations or related areas, or a university degree along with requisite experience.

Work Experience:  

  • Ten years of relevant work experience in an international development or human rights context, with proven record of advocacy and/or campaigning work.
  • Knowledge of international development, humanitarian issues and children's rights.
  • Experience in leading the development and implementation of advocacy strategies, with clear theories of change, specific, measurable and timebound objectives, and performance indicators.
  • Demonstrated experience in design and management of programmes/projects, including budget management and monitoring and evaluation of results.
  • Extensive experience managing and oversight teams, including in high pressure environments.
  • Experience in building and maintaining a network of advocacy stakeholders, and in working with advocacy coalitions.
  • Proven record of resource mobilization.
  • Proven co-ordination, organizational and interpersonal skills that motivate and mobilize staff and stakeholders across different organizational units to collectively drive for results.
  • Capacity to drive change across the organization promoting innovation.
  • Strong abilities to communicate and persuade both in internal and external environments on strategic organizational priorities.
  • Managing a multicultural team is an asset.
  • Experience working in a developing and emergency environment is an asset.

Language Requirements:  Fluency in English is required. Knowledge of another UN language is an asset.
