Job Description

Key Responsibilities:

  • Design and implement modular engineering systems related to water treatment plants, stormwater management infrastructure, and natural gas distribution facilities.
  • Lead the development of prefabricated structures and modular units used in pump stations, valve vaults, control rooms, and meter assemblies.
  • Evaluate modular design feasibility for capital improvement projects and system expansions across the water and gas divisions.
  • Conduct technical reviews and provide engineering support through all phases of project delivery, from planning and procurement to installation and commissioning.
  • Collaborate with internal teams (engineering, construction, operations, and maintenance) and external consultants and contractors to ensure modular solutions meet safety, regulatory, and operational standards.
  • Prepare engineering drawings, specifications, scopes of work, cost estimates, and as-built documentation using CAD and other modeling software.
  • Assist with permitting, code compliance, and adherence to city, state, and federal utility standards.
  • Support project scheduling, budgeting, and resource management to ensure timely delivery of modular components.
  • Research emerging trends in modular infrastructure, sustainability, and utility resilience strategies.

Minimum Qualifications:

  • Bachelor’s Degree in Civil, Mechanical, Structural, or Electrical Engineering from an accredited institution.
  • Minimum of five (5) years of engineering experience, including at least three (3) years focused on modular or utility infrastructure (water, gas, or stormwater preferred).
  • Proficiency in AutoCAD, Civil 3D, or equivalent engineering design software.
  • Strong knowledge of municipal utility systems and infrastructure standards, including AWWA, OSHA, and applicable building codes.

Preferred Qualifications:

  • Registration as a Professional Engineer (PE) in the Commonwealth of Virginia, or ability to obtain within 12 months of hire.
  • Experience with modular construction methods in public utilities.
  • Familiarity with SCADA systems, gas metering equipment, and water/wastewater treatment technologies.
  • Experience coordinating with construction teams and fabricators for prefabricated system deployment.
