Job Summary: The City of Greeley is seeking a GIS Analyst I to join the IT Division. Under the direction of the Application Services Manager, the GIS Analyst I will bring experience and background to provide advanced levels of data analysis, development of spatial data, and management of users within the City's enterprise data systems. This position also provides training, project support, and analytic product development. This opportunity needs a dynamic individual who is a GIS champion and is looking for career growth assisting the organizations departments by providing data driven decision analytics. Experience, Knowledge, Skills: Minimum Requirements: Current and valid driver's license with an acceptable driving record in order to drive on behalf of the City. Bachelor's degree in computer/data science, geographic information systems, engineering, or a closely related field as gained through a 4-year accredited college or university, or a certificate of comparable length and program content. One (1) to two (2) years of experience with analytics in a geospatial discipline or other visualization software. One (1) to two (2) years of experience with ESRI Suite of GIS software, relational database management. One (1) to two (2) years of experience with the Microsoft Office suite, including PowerBI, PowerAutomate, Python Scripting, Adobe Graphics Suite, GPS field capture hardware and software, large plotters, desktop and mobile computer devices. OR A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority. Preferred: One (1) or more years of experience working in and training a wide-ranging users base on the ESRI Enterprise platform. Knowledge of or experience with object-oriented programming such as Python. Knowledge, Skills, and Abilities Ability to decipher complicated requests and create data analysis products to complete the requests such as creating response times for the Fire Department based on staff, truck types and road Impedances. Knowledge of information technology service management (ITSM) principles and best practices. Knowledge of Accessibility, Universal Design, and/or User Experience Design standards and best practices. Knowledge of cybersecurity and privacy principles and best practices. Knowledge of common computer operating systems. Knowledge of computer networking fundamentals. Technical computer skills, including the ability to assess complex data, utilize common operating systems, learn new software programs, and understand programming languages. Computer programming skills, including the ability to evaluate and solve problems, stay organized, be cognizant of and address details, and utilize common programming languages (e.g. SQL, Java, C++, Python, etc.). Ability to collect and document business needs and translate the information collected into technical specifications. Ability to write technical documentation and specifications with the intention that it be easily understandable to the target audience. Ability to translate and explain technical concepts and vocabulary in common terms to non-technical audiences. Ability to learn and apply new technologies. Ability to prepare reports and briefings that can be understood by a variety of technical and non-technical audiences. Knowledge of the business and organizational structure of Colorado municipalities. Essential Functions: Provides user support for the geospatial tools and software. Manages data for the organization's spatial data records. Creates and maintains requirements, governance, and data integrity. Provides data analysis skills to support the creation, understanding, and communication of detailed analysis of spatial and tabular data sets to support data driven decisions. Provides project support to keep data moving forward on projects to reach project deadlines. Supports users outside of the IT department to complete their data gathering, development, and visualizations. Assists with product development of visualization and data results to better demonstrate detailed analysis. This may include presentations, hard copy products, dashboards, and/or graphs. Uses data visualization tools such as ESRI suite, PowerBI, PowerAutomate, Python, SharePoint, Excel, Visio. Provides online Dashboard Management/Development. Assists with Data Governance/Policy Development. Provides scientific data analysis beyond geographic data that may include tabular information, financial records, personnel records and health information. Analyzes business requirements and processes, makes recommendations to management associated with data driven changes for improvement. Assists with requests for data or products, integration to other software platforms, analysis support or product development and/or support of policy decisions. Answers questions, conduct technical reviews and supports programs. Leads support and management of enterprise spatial data solutions for the organization. Troubleshoots, submits and governs data, coordinates spatial data user processes within departments, manages vendors, provides technical training, configurations, security, and supports users. Understands development code such as Python and SQL, tests, and maintains custom applications to meet specific business needs. Works directly with departments to determine business processes that can be enhanced through spatial data services or if the department should utilize or procure existing applications. Manages the tasks, communication, and project timelines related to the management or creation of data. Updates, configures, maintains, and troubleshoots on-premises vendor applications. Provides training to departments when needed. Provides guidance on appropriate usage of spatial data according to best practices and City core values. Provides guidance on the expansion of web portal data services and data driven dashboards for communication of data analytics. Collects, processes, and manages a variety of quantitative, qualitative, and spatial data. Sorts, updates, and merges data files from a variety of sources; evaluates data quality and performs data-cleaning operations. Understands the use of the ESRI platform across the organization and empowers authoritative ownership of spatial data products by the organization's different departments. Provides guidance on use of data analytics and data-driven decision visualizations. Supports project discussions and aids in staff management as needed. Supports innovation and/or the implementation of new software. Solves problems and makes decisions by determining what needs to be done, applies broad City policies; determines what has been done, what can be done, proposes long-term policies, and estimates what new resources are required. Limits are set by organizational policy, general directives, overall goals and objectives. Examples: This position is responsible for gathering information from a variety of sources - logs, technical manuals, security alerts, users - and utilizing that information in order to plan and implement courses of action that maintain the overall goal of keeping the application environment functioning and secure. This position is also given specific related business ideas or goals and is responsible for determining the best solution based on budget, timeframes, and available resources. Other duties as assigned. Supervisory Responsibilities: None Travel: Travel is minimal up to 10% within City limits to other facilities, as needed. Work Environment and Physical Requirements: Work is primary in an office environment. Some fieldwork may be required in the development and support of mobile applications. Will directly use ESRI Enterprise, MS Office suite, mobile devices, GPS equipment, large scale plotters/printers, Personal Computer, keyboard, telephone, copiers, facsimile machine, printers, scanners, and other office hardware/software as needed. Some sitework with city departments as well as presentations for various groups may be required. Must be prepared to perform some data collection duties in the field including light survey work utilizing portable GPS receiver and conducting site interviews. Contact by phone, e-mail, and in person with GIS users, the general public, and city management will occur. Communication skills to convey information to supervisor, the public, or other employees. Vision enough to read computer keyboards, screens, mapping instruments, drawing, details, reference books, and other written documents. Manual dexterity to operate mapping tools, calculators, computer keyboards, and other computer components. Must be able to lift 25 lbs. unassisted. Ability to drive a motor vehicle.
