Title: DoD Comptroller
Client: Federal Agency
Ability to Work: Hybrid, requires 3 days in the office

Scope: The USMC Comptroller is a key leadership role responsible for overseeing the financial management, budgeting, and accounting operations within the United States Marine Corps. The contractor will focus on cost savings, strategic financial planning, forecasting, and the development and implementation of Standard Operating Procedures (SOPs). The contractor shall have a thorough understanding of federal financial regulations, and military operations, and the ability to provide strategic financial guidance to ensure the efficient allocation of resources.
Task Areas: - Financial Management and Cost Savings:
- SME in Planning, Programming, Budgeting and Execution (PPBE)
- Develop and implement cost-saving strategies to optimize the allocation of financial resources.
- Conduct thorough financial analysis to identify areas for potential cost reductions and efficiency improvements.
- Monitor and manage budget execution to ensure compliance with established financial policies and regulations.
- Strategic Financial Planning:
- Provide strategic oversight and direction for financial planning and budgeting processes.
- Collaborate with senior leadership to develop long-term financial plans that align with the USMC's mission and objectives.
- Advise on financial implications of strategic initiatives and operational decisions.
- Forecasting and Reporting:
- Prepare and present financial reports to senior leadership and stakeholders, highlighting key insights and recommendations.
- Lead the development of accurate financial forecasts, projections, and reports.
- Utilize advanced analytical tools and techniques to predict financial trends and outcomes.
- Standard Operating Procedures (SOPs):
- Develop, implement, and maintain comprehensive SOPs for financial management and accounting processes.
- Ensure all financial activities are conducted in accordance with established SOPs and federal regulations.
- Continuously review and update SOPs to reflect changes in policies, regulations, and best practices.
- Compliance and Internal Controls:
- Expert knowledge in OMB-A123 Internal Controls
- Ensure adherence to federal financial regulations, guidelines, and standards.
- Implement and monitor internal controls to safeguard assets and ensure the integrity of financial data.
- Conduct regular audits and assessments to identify and mitigate financial risks.
- Team Leadership and Development:
- Lead, mentor, and develop a team of financial professionals, fostering a culture of excellence and continuous improvement.
- Provide training and guidance to staff on financial management practices, policies, and procedures.
- Promote professional development and career growth opportunities within the team.
Qualifications: - Bachelor's degree in Accounting, Finance, Business Administration, or a related field (Master's degree preferred).
- Certified Public Accountant (CPA) or Certified Defense Financial Manager (CDFM) designation preferred.
- DOD Comptroller experience preferred.
- Minimum of 10 years of experience in financial management, accounting, or a related field, with a focus on cost savings and strategic financial planning.
- Minimum of 5 years of proven experience in a leadership role within a military or federal government environment.
- Expert knowledge of federal financial regulations, budgeting processes, and internal controls.
- Strong analytical, forecasting, and reporting skills.
- Excellent communication, presentation, leadership, and interpersonal skills.
- Proficiency in DOD financial management software and advanced Excel skills.
